The rest of the rule
Reflectivity
≤25% luminous reflectance on side and back windows (§ 12-422.D.1). Materials, films, applications or devices with a mirrored or mirror-like finish are excluded from the statutory definition of 'glass coating material'/'sunscreening device' altogether (§ 12-422.A.1), so they are effectively prohibited.
Colors
Windshield top-strip material may not be red or amber (§ 12-422.D.11.b). Mirrored / mirror-like finishes are excluded from the definition of permitted material.
Medical exemption
§ 12-422.H: on application from a person required for medical reasons to be shielded from the direct rays of the sun, supported by written attestation of that fact from a physician licensed under 59 O.S. § 495, the Commissioner of Public Safety may issue an exemption from the section; the holder may then alter the color or reduce the light transmitted through the side or rear windows in accordance with the exemption. The statute sets no VLT floor for an exemption. DPS's own Window Tint Exemption Application PDF has previously been recorded as capping an exemption at 15% VLT and attaching a possible 'daylight driving only' licence restriction below 20% VLT; that PDF is an image scan whose text could not be machine-read this cycle, so treat those administrative caps as unverified.
Stickers & certification
No vehicle sticker. § 12-422.G: a person who sells or installs any product regulated by the section must certify, in a bold-face written statement that forms part of the contract for sale or installation, that the product complies with the reflectivity and transmittance requirements and that installing it on the driver's or passenger's side window may be illegal in some states.

Penalties
Misdemeanor (§ 12-422.I) punished under 47 O.S. § 17-101.B.1: fine of not less than $5 nor more than $500, or imprisonment up to 10 days; up to 20 days on a second conviction within one year of the first; up to six months on a third or subsequent conviction within one year of the first; or both fine and imprisonment.
Notes
Legacy age-based carve-out (§ 12-422.D.10): side windows to the rear of the driver and back windows may go to 10% VLT / ≤25% reflectance, but only on vehicles manufactured prior to 1996 model years and only if the vehicle has outside mirrors on both sides giving 200 ft of rearward view. § 12-422.D.12 exempts ALL windows to the rear of the driver's seat on vehicles licensed as buses or taxicabs — that is the only body-type exemption, and it is not an SUV/van exemption. § 12-422.D.2 permits unattached material on front side wing vents and windows used by the operator during daylight hours. Louvered materials may not reduce the driver's visibility below 50% on a horizontal plane, measured from inside the rearview mirror for rear-window installations (§ 12-422.F). Signs/stickers are allowed in a 49-square-inch area in either lower corner of the windshield (§ 12-422.D.5). tinting-laws.com wrongly shows 'any darkness' behind the driver for SUVs and vans.
Oklahoma tint questions
What is the darkest legal tint in Oklahoma?
For a sedan in Oklahoma, front side windows must let at least 25% of light through, back side windows at least 25%, and the rear window at least 25%. Lower VLT means darker glass, so those percentages are floors, not targets, and the meter reads the film and the factory glass together.
Is 20% tint legal in Oklahoma?
No, not on the front side windows. Oklahoma requires at least 25% VLT there and 20% is darker than that, before you even account for the factory glass, which makes the reading darker still. The back side windows have a 25% floor, so 20% is too dark there too.
Can I tint the windshield in Oklahoma?
